The purpose of the accord is to prevent the sale, distribution, or
propagation, within New Zealand, of specified pest plants.
The National Pest Plant
Accord is intended as a way of building upon the initiative previously
provided by the National Surveillance Pest Plant List, under which
councils provided surveillance for a list of plants based on a mutual
agreement to include them as pests in their respective regional
pest management strategies. It is a cooperative agreement between
regional councils and government departments with biosecurity responsibilities.
